New progress has been made in the construction of public security police stations.
With the leadership of Party committees and governments at all levels and the strong support of relevant departments, public security organs all over the country have comprehensively strengthened the construction of police stations, further enriched their police force, further improved their office conditions and equipment, further improved their policing mechanism, further strengthened their basic work, and further improved their ability to keep one party safe. At present, the actual police force of national police stations has increased by 6.2% compared with 2007, accounting for 49.6% of the total police force of county-level public security organs; The number of police stations with their own office buildings nationwide increased by 5 percentage points compared with the end of 2007, reaching 95.5% of the total; National first-class police stations account for 6.7%, second-class police stations account for 22.2%, third-class police stations account for 46.9%, and the coverage of high-grade police stations accounts for more than a quarter of the total.

By the end of 2008, the total population in the national population basic information resource database reached 1.307 billion, 19 million more than in 2007, and exceeded the 1.3 billion mark for the first time. The quality of population information is constantly improving, and the logical error of data items is less than one tenth of the population. Up to now, the national population basic information resource database has provided 80 million times of inquiry service to public security organs nationwide, and provided 1 billion times of service to government departments and all walks of life through the citizen identity information verification service system.
The level of banking security has been improved.
At the beginning of 2008, after the Ministry of Public Security promulgated the Regulations on Security Prevention of Self-service Equipment and Self-service Banking (GA745-2008) and the public security industry standard of Withdrawal Box (GA746-2008), in order to effectively implement the work and improve the security level of the banking industry, the Public Security Administration of the Ministry of Public Security held a national training course for public security financial security cadres, summarizing and popularizing the experience of bank security work for many years. Analyze the current laws and characteristics of bank crimes, and explain the common standards in bank security in detail. More than 200 comrades from public security departments and bureaus of provinces, autonomous regions and municipalities directly under the Central Government, provincial public security bureaus, and security departments of policy banks, state-owned commercial banks and joint-stock commercial banks participated in the training.
Enthusiastic service, ensuring people’s livelihood, household registration management, and measures to facilitate and benefit the people are generally welcomed by the masses.
Local public security organs have further strengthened and improved household registration management service measures in light of local conditions. Fujian, Hubei, Ningxia, Heilongjiang and Harbin have implemented the procedures of moving from one place to registered permanent residence within the city limits, thus reducing the link of household registration examination and approval and improving work efficiency. In Hubei, Chongqing, Ningxia, Yan ‘an, Shaanxi and other places, for the elderly, the disabled and other people with mobility difficulties, an appointment service is implemented, and the police of the public security police station will take the initiative to come to the door to provide their registered permanent residence and resident ID cards. Hubei and Ningxia also provide the inquiry service of duplicate names and uncommon words within counties (cities) when the newborn baby registered permanent residence is registered. Shanxi, Jiangsu, Shandong, Guangdong, Sichuan and other places have introduced policies to relax the conditions for the settlement of outstanding migrant workers. The Household Affairs Department of Tianjin Public Security Bureau concentrated its time on handling the household registration examination and approval procedures for qualified migrant workers and their families.
The task of centralized renewal of the second-generation resident identity card was completed five months ahead of schedule.
In accordance with the unified arrangements of the Ministry of Public Security, local public security organs actively, steadily and orderly promoted the centralized renewal of second-generation resident identity cards (hereinafter referred to as second-generation cards), and completed the task of centralized renewal of second-generation cards for 800 million people issued by the State Council five months in advance. By the end of December, more than 900 million second-generation certificates had been issued nationwide, and most of the legal holders over the age of 16 had received the second-generation certificates. In the centralized renewal of second-generation certificates, all localities have earnestly enhanced their service awareness, actively carried out services to facilitate the people and benefit the people, and used the opportunities of migrant workers returning home for holidays such as the Spring Festival and the National Day Golden Week to renew more than 20 million second-generation certificates for the masses and deliver 700,000 certificates to their homes. Sichuan, Hubei, Chongqing, Ningxia and other places organized police to go to provinces and cities where there are more people going out to collect the information of the second-generation witnesses for the masses, thus saving the people the round-trip travel expenses for returning home to apply for a certificate. Jilin Public Security Police Station launched the activity of "10,000 police officers enter 10,000 homes to deliver certificates", and 375,000 certificates were delivered at home.

Local public security organs constantly strengthen and improve the service management of floating population, severely crack down on illegal and criminal activities that infringe on the personal and property safety of floating population, actively safeguard the legitimate rights and interests of migrant farmers and migrant left-behind children, and actively cooperate with relevant departments to conscientiously do a good job in the employment, education and training, social security and other services of floating population. Jointly with relevant departments, we organized a nationwide special campaign to clean up and rectify the order of the human resources market, put on record and investigated more than 10,000 illegal cases of job introduction, banned more than 4,900 illegal intermediaries, and ordered them to pay back more than 4 million yuan for job hunting. Organized and carried out special inspection activities on the wage payment of migrant workers, and recovered arrears of wages and compensation of more than 1 billion yuan for more than 900,000 migrant workers.
