People’s governments of all provinces, autonomous regions and municipalities directly under the Central Government, ministries and commissions and institutions directly under the State Council:

According to the National Economic Census Regulations, the State Council decided to conduct the fourth national economic census in 2018. The relevant matters are hereby notified as follows:

I. Purpose and significance of the census

Comprehensively investigate the development scale, layout and benefits of the secondary and tertiary industries in China, understand the present situation of industrial organization, industrial structure, industrial technology and industrial form and the composition of various production factors, find out the assets and liabilities of all legal entities and the development of emerging industries, further verify the basic situation of various units, the output of major products and service activities, and comprehensively and accurately reflect the new progress in supply-side structural reform, the cultivation and growth of new kinetic energy, and the optimization and upgrading of economic structure. Through the census, we will improve the directory database of basic units covering all sectors of the national economy and the mechanism of joint construction, sharing and continuous maintenance and updating of departments, further consolidate the statistical foundation, promote the reform of national economic accounting, accelerate the construction of modern statistical investigation system, and provide scientific and accurate statistical information support for strengthening and improving macro-control, deepening supply-side structural reform, scientifically formulating medium-and long-term development plans, and promoting the modernization of national governance system and governance capacity.

Second, the census object and scope

The targets of the fourth national economic census are all legal entities, industrial activity units and self-employed households engaged in the secondary and tertiary industries in China. The specific scope includes: mining, manufacturing, electricity, heat, gas and water production and supply, construction, wholesale and retail, transportation, warehousing and postal services, accommodation and catering, information transmission, software and information technology services, financial services, real estate, leasing and business services, scientific research and technical services, water conservancy, environment and public facilities management, residents’ services, repairs and other services, education and business services.

Third, the content and time of the census

The main contents of the census include the basic information, organizational structure, personnel salary, production capacity, financial status, production, operation and service activities, energy consumption, research and development activities, information construction and e-commerce transactions.

The standard time of the census is December 31, 2018, and the data of the census period is the annual data of 2018.

Iv. organization and implementation of the census

The fourth national economic census is an important survey of national conditions and national strength. All regions and departments should fully implement the spirit of the 19th National Congress of the Communist Party of China, take Socialism with Chinese characteristics Thought of the Supreme Leader in the New Era as the guide, make overall plans to promote the "five in one" overall layout and coordinate the "four comprehensive" strategic layout, firmly establish and implement the new development concept, and make overall plans and coordination, optimize methods, highlight key points, innovate means, and do it conscientiously in accordance with the principles of "unified national leadership, division of labor and cooperation among departments, responsibility at different levels at local levels, and participation of all parties".

In order to strengthen the organization and leadership of census work, the State Council established the fourth national economic census leading group, which is responsible for the research and decision-making on major issues in census organization and implementation. The census leading group is headed by the leading comrades of the State Council, and its members include the State Council General Office, National Bureau of Statistics, National Development and Reform Commission, Central Propaganda Department, Central Organization Office, Central Comprehensive Management Office, Ministry of Civil Affairs, Ministry of Finance, State Administration of Taxation, State Administration for Industry and Commerce, General Administration of Quality Supervision, Inspection and Quarantine and other departments (the list of members will be sent separately). The office of the census leading group is located in the National Bureau of Statistics and is responsible for the specific organization, implementation and coordination of the census. Matters involving census funds shall be the responsibility and coordination of the Ministry of Finance; Matters relating to the protection of investment in fixed assets shall be the responsibility and coordination of the National Development and Reform Commission; Matters relating to the directory of enterprises and individual industrial and commercial households shall be the responsibility and coordination of the State Administration for Industry and Commerce and the State Administration of Taxation; Matters related to the directory of organs and institutions shall be the responsibility and coordination of the central office; Matters related to the directory of associations, foundations, private non-enterprise units and grassroots autonomous organizations shall be the responsibility and coordination of the Ministry of Civil Affairs; Matters relating to the unification of social credit codes shall be the responsibility and coordination of the National Development and Reform Commission, among which data management and information sharing shall be the responsibility and coordination of the General Administration of Quality Supervision, Inspection and Quarantine; Matters related to the grid service management of urban and rural communities and the comprehensive management information system of social security shall be coordinated by the central comprehensive management office. Other relevant departments in the State Council should also, according to their respective functions, perform their respective duties, work together, cooperate closely and share information.Departments at all levels who have mastered the relevant census data of the census object should provide the administrative records and data information of the department in a timely and accurate manner. Banks, securities, insurance, railways and other departments and units and relevant parties shall be responsible for organizing the census work of this system in accordance with the unified requirements of the census plan.

Local people’s governments at all levels should set up corresponding census leading groups and their offices, strengthen leadership, seriously organize the census implementation in their own regions, and take timely measures to solve the difficulties and problems encountered in the census work. It is necessary to give full play to the role of sub-district offices and residents’ committees, township governments and villagers’ committees, and extensively mobilize and organize social forces to actively participate in and seriously cooperate with the census work. Local census institutions shall, according to the needs of their work, employ or transfer qualified census instructors and enumerators from relevant units, and pay the labor remuneration of the employed personnel in time to ensure that the wages, benefits and other benefits of the transferred personnel in the original units remain unchanged, stabilize the economic census work team and ensure the smooth progress of the census work.

V. Guarantee of census funds

The funds needed for the fourth national economic census shall be shared by the central and local people’s governments at all levels, and shall be included in the fiscal budget of the corresponding year, and shall be allocated on time to ensure that it is in place.

VI. Requirements for Census Work

Adhere to the census according to law.All census workers and census objects must fill in the census form on time and truthfully in strict accordance with the Statistics Law of the People’s Republic of China, the Regulations for the Implementation of the Statistics Law of the People’s Republic of China and the National Economic Census Regulations. No unit or individual may falsely report, conceal, refuse to report or report late, or forge or tamper with census data. The data of units and individuals obtained in the census shall be strictly used for census purposes and shall not be used as the basis for any unit to impose penalties on census objects. Census institutions at all levels and their staff must fulfill the obligation of confidentiality for the state secrets and business secrets of the census objects they know in the census.

Ensure data quality.Continue to deepen the reform of statistical management system, further improve the authenticity of statistical data, establish and improve the quality traceability and accountability mechanism of census data, fully implement the publicity and joint punishment system for enterprises with serious statistical dishonesty, and promote statistics, industry and commerce, taxation, banking and other departments and units to mutually recognize the credit status of enterprises. Statistical institutions of local people’s governments at all levels should intensify the investigation and reporting of violations of laws and regulations in the census work, resolutely put an end to the phenomenon of human interference in the census work, and ensure the smooth progress of the census work and the authenticity and credibility of the census data. For those who should be given disciplinary sanctions or organizational treatment, the statistical agencies shall promptly transfer them to the appointment and removal organs, discipline inspection and supervision organs or organization (personnel) departments for treatment.

Strengthen standardization and unification.Actively build a unified national meta-database, make full use of the reform results of "five certificates in one", improve the continuous maintenance and update mechanism of the directory database of statistical units linked by departments, and improve the unified national standards and norms for data collection, processing, exchange and sharing of economic census. Formulate unified national standards for the division of census areas and actively formulate national standards for the construction of statistical geographic information systems.

Improve the level of informatization.Widely use departmental administrative records, comprehensively promote the application of electronic signatures, carry out census by combining online reporting with on-site data collection by handheld electronic terminals and other equipment, explore the direct use of smart phones to collect data, establish a mechanism for updating and perfecting the national statistical electronic geographic information system, improve the anti-interference ability and data collection and processing efficiency of census data collection, and reduce the workload of grassroots census personnel.

Pay attention to propaganda and guidance.Census institutions at all levels shall, jointly with the propaganda department, conscientiously do a good job in the planning and organization of census propaganda. Give full play to the role of news media, widely publicize the significance and requirements of economic census, publicize the typical deeds emerging in the census work, report on the investigation and punishment of illegal and disciplinary cases, educate the census personnel to carry out the census according to law, guide the census objects to cooperate with the census according to law, and create a good public opinion environment for the smooth implementation of the census work.
