Emancipating the mind and boosting the development of private economy
Xu Hongcai pointed out that the fundamental reason for the rapid development of private economy lies in emancipating the mind. Since the reform and opening up, the non-public economy has gradually developed, especially at the 15th National Congress of the Communist Party of China, which established the basic economic system of "public ownership as the main body and multiple ownership economies developing together". The market mechanism has fully played its role, which has enabled the private economy, individual economy and private economy to develop rapidly and played an irreplaceable role.
Over the past 40 years, under the guidance of the Party’s principles and policies, the private economy has developed rapidly, playing an important role in promoting employment, realizing output value, innovative development and tax contribution, and has become an indispensable force to promote China’s economic development. Since last year, the development of private economy has been under great downward pressure because of multiple contradictions such as external factors and internal factors, objective reasons and subjective reasons.
On November 1, 2018, General Secretary of the Supreme Leader held a private enterprise symposium and delivered an important speech, fully affirming the important position and role of the private economy and proposing six measures to vigorously support the development and growth of private enterprises.

Xu Hongcai pointed out that in the future, with the deepening of supply-side structural reform and the comprehensive opening-up, the development space of private economy will be further expanded. Nowadays, the private economy has the characteristics of "56789", that is, it has contributed more than 50% of tax revenue, more than 60% of GDP, more than 70% of technological innovations, more than 80% of urban employment and more than 90% of enterprises.
High-quality development in the future is the core
According to incomplete statistics, after the symposium, 22 central departments and units issued 54 working documents to support the development of private economy, and provincial party committees and governments also issued opinions to promote the development of private enterprises and implemented the six measures put forward by the general secretary. Since the beginning of this year, all departments have paid close attention to implementation and achieved remarkable results.

Xu Hongcai pointed out that private entrepreneurs are most concerned about the business environment, such as realizing the equality of rights, opportunities and rules of different market participants and truly implementing the principle of competition neutrality. In the future, we will further deepen the reform and create a better business environment. "It is necessary to form a consensus, implement it at the level of system and institutional mechanism, and further implement it at the level of policies, laws and regulations to ensure the rights and status of private enterprises."
Facing the current new competitive environment and development situation, Xu Hongcai believes that private enterprises should change their concepts, constantly improve their abilities and qualities, integrate social resources with a more open and inclusive attitude, and serve the society. "In the new era, private enterprises need to pay attention to innovation, including better improving efficiency and reducing costs, innovating business models, providing more high-quality products and services that meet the diversified needs of the market, and forming brands and core competitiveness, especially in terms of technological progress."
