However, this year’s New Year’s Day, Sheng Ruijian had a particularly easy time. This change stems from more than a year of anti-corruption rectification.
Before Du Chuanzhi, former party secretary and chairman of Rizhao Port Group, was dismissed, the atmosphere of the group was unhealthy, and many employees’ minds were focused on running relationships and "earning extra money", so the group’s operating conditions fell into a continuous downturn. From 2007 to 2016, the net profit attributable to the parent company of the group was as high as 1.67 billion yuan in 10 years, despite the substantial increase in throughput year after year.
Since January 2017, Rizhao Municipal Committee has launched an "anti-corruption storm" in Rizhao Port. At the same time, it has carried out all-round rectification and reform of Rizhao Port Group, shoveled cancer and changed its style of work, and promoted "comprehensive and strict management of enterprises" with "comprehensive and strict management of the party" to bring Rizhao Port back to life.

In recent years, Du Chuanzhi has used his power and port resources to amass wealth, receiving property equivalent to more than 40 million yuan, and his relatives and special related persons have used his influence to make profits in Rizhao Port in violation of regulations. According to statistics, before the incident, there were 284 cadres and workers in Rizhao Port who had run enterprises through business, and 203 relatives and children had run enterprises through business. Under the unified deployment of Rizhao Municipal Committee, the relevant departments filed 49 cases of corruption in Rizhao Port with 51 people. The Commission for Discipline Inspection of Rizhao Port Group filed 69 cases against disciplinary personnel and punished 69 people. Among them, Du Chuanzhi was expelled from the Party and public office, and was sentenced to 17 years in prison at first instance.
A rectification of scraping bone and curing poison
From not holding a party Committee once in five years to 41 times a year, we have strengthened party building while fighting corruption and promoting reform.

Li Haiping analyzed that in 1980s, Rizhao Port was directly managed by the Ministry of Communications, and was handed over to Rizhao City in 2002.
